美丽中国的水生态基础设施：理论与实践

摘要：: 本文根据作者在2014年中国水利部科技委全体会议上的主旨报告整理而成。文章针对当前水环境、水生态问题和治水理念及方法的误区，提出通过建立水生态基础设施来综合解决。作者通过多尺度的生态基础设施的规划和工程设计实践案例，对包括水生态基础设施空间边界（水生态红线）的划定方法、水生态基础设施的构建技术等展开讨论和验证，阐明建立水生态基础设施的必要性、可行性和实际的效果。文章指出，通过水生态基础设施的规划和建设，不仅可以为城市及居民提供可持续的、全面的生态系统服务，还可以在很大程度上避免灰色基础设施的高投入和高维护成本以及破坏水生态系统的弊端。建设水生态文明，要求我们在思想上进行革命，在方法上进行创新，在体制上打破边界。Abstract: This article was collected from a keynotespeech, which was reported by the author on the 2014 Congress of the Science and Technology Committee ofThe China's Ministry of Water Resources. This report pro-posed that aquatic environmental problems should be resclved by establishing the aquatic ecological infrastructure, aiming at the aquatic environment, aquatic ecological problems and erroneous zones of the ideas and methods of water control. Multiple examples are presented to illustrate the theory and methodology of building aquatic ecologi-cal infrastructure, which demonstrates the necessity, feasibility and the actual effect of building the ecological in-frastructure. To give up the conventional single-mindedgrey infrastructure solutions and to take the ecological so-lutions are, however, innovation processes that require revolutionary thinking, breakthrough from the current sys-tems of administration and technique codes.
