The annual monsoon often floods the banks of rivers in Jinhua city in eastern China. This aggravates conditions in an already crowded urban centre where social space, after years of densification, has become a luxury. The new opera house that was built in 2013, at the confluence of the city's rivers, offered a new civic space; but this was poorly connected to existing urban networks, and did not live up to the promise of a new centrality for the city
