Heng Port & Jin Lin Lake in the east of Sanmen County is a natural tidal flat and wetland area formed concurrently by the tide of Haiyou Port and Qimen Port, which will be the largest waterfront open space within the Costal New Town. It has been through the historical changes in urban construction of the coastal new town and has witnessed the rise and fall of the agriculture, fisheries by the Haiyou Port in Sanmen; is also about to witness Sanmen’s change from a small valley town toward a prosperous new coastal city.

At the same time, an integrated spatial approach with "floating islands" as the concept can also solve the problems faced by the site, giving the coastal new town the driving force for sustainable development, making it a beacon toward ecological civilization.
