Based on site condition, the plan applied the concept of green city, preserving the mountain and water, constructing an eco-city, and persisting the story of Huainan. The program is formed base on the following five features:

First: Living with the Landscapes, Showcase the Essence of Ideal Habitation

The site is seated against Mountain Shungeng on its north, named after the legend that the ancient wise Lord Shun had cultivated there. The precipitous and forbidding mountains, covered with outpouring springs and flourishing woods, roll and surge. The waters within the site mostly originated from Mountain Shungeng, manifested as intermittent rivers, lakes and ponds, of which the natural hydrological processes shrink causing poor continuity. With full consideration of the site characters, the design sets base on the mountain and preserves the river systems by connecting the existing ponds and lakes into a continuous river water courses. The landscape relationship between the mountains and the waters in the site is an important foundation for the creation of a traditional and ideal dwelling environment.

Second: a lake reflecting the new city and numerous sceneries arising in Huainan.

Central Lake is located at the center of project, with an area of approximately 35 hectares; it is designed to alleviate the urban heat island effect, protect biodiversity, and to improve the micro-climate. The Central Lake is a place to accommodate various activities for the future city. With various environmental characters, the Central Lake has become the most unique place of the core area of Shannan,New City in Huainan, constituting the most important city images and symbolic landscape of the core area.

Third: The “T Corridor” which connects the ancient and the modern, exhibits the natural and cultural characteristics.

"T Corridor", which are two landscape corridors in the central and southern parts of the sites with T-intersection. The main east-west corridor, including horizontal water systems, culture and entertainment functioned buildings, etc.; north-south corridor extends from the festival square of the central administrative office building in the north, to the City Central Park, then to city sports center on the south. The two corridors identify a core area of a great concentration of green space, which functions as the "urban green lung" of the core area， regulating the micro climate of the site. "T Corridor" used water as the main landscape element, which runs through the corridors from the start to the end. "T Corridor" is a condensed expression of ancient and modern history and culture of Huainan. It is a core area of the main leisure landscape zone, intended for the citizens to relax both physical and spiritually, also to experience the history of Huainan.

Fourth: Organizing groups in the form of “品”,enjoying urban pastoral life.

On the basis of "one lake" and the "T Corridor" of the landscape layout, the city formed a structure of “品” on it. It has a small sandwiched layer structure, with the basic unit which is composed of road buffering green spaces + Functional Zone + River Ecological Corridor Area + Functional Zone + road protection green spaces + Functional Zone + urban public green spaces. The structure is completely blended in to the citys green background and becomes a pleasant peninsula in the oasis, thus it is possible for people to obtain more opportunities to interact with nature and enjoy urban pastoral life.

Fifth: Green road to all directions, building convenient networks for the city

The program emphasizes green transportation and establishes convenient automobile transportation network and experience-rich alternative transportation network. They complement each other and work together to build the green transportation system of the core area.
