Project Profile

1. Project Statement

The project is located in Lianzhou Bay New Town, Beihai City, Guangxi Province, and includes two spatial levels: one is the research scope, which is the Lianzhou bay new area, creating the concept of Lianzhou Bay area, with an area of 71.31 square kilometers. The second is the design scope, including key areas and general areas, reaching Lianzhou Bay coastline and Ximen River in the west, Hezhou Zhanjiang railway in the north, Lianzhou Bay New Town Industrial Cluster in the East and Xianghai Avenue in the south, with an area of about 31.42 square kilometers.

The core area of CRBD and Qianjiang village are selected as the key areas of detailed design, with an area of 3.02 square kilometers and 0.83 square kilometers respectively.

2. Objective and Challenge

The project has three advantages: first, as the only city in the western region with major infrastructure such as airport, port and high-speed railway station, it has obvious traffic location advantages; Second, large mangroves and coastal beaches make this case have unique ecological advantages; Third, the initially formed industrial foundation has great development space in the future.

Three disadvantages promote the transformation of urban development: weak economic strength, lack of human capital, and regional competitiveness needs to be strengthened. Ecological pressure and the development of seascape resources, the construction of construction land and public space, the quality of urban image and residential environment, and the protection of resources with humanistic characteristics call for the improvement of quality, efficiency and upgrading of urban future development and the planning concept.

Based on the above research and judgment of the current situation, the project complies with the national strategy of Beibu Gulf and the era background of the western land sea channel of sea economy, and carries out the planning and design to adapt to the characteristics of local subtropical monsoon climate in combination with the needs of industrial structure adjustment and urban development transformation, so as to create a coastal new city integrating three life under the concept of ecological civilization A new engine of Beibu Gulf economic development with regional competitiveness, CRBD central leisure and business district of Beihai city.

3. Design Strategy          

Based on the concept of ecological civilization, the plan has five highlights.            

Highlight 1: ecological infrastructure. We should construct ecological security pattern, delimit city boundary, construct sponge city system interwoven with blue and green, repair ecosystem based on natural way, and create ecological recreation network to meet the space freedom of action.            

Highlight 2: a string of pearls stimulates the vitality of the new city. A characteristic leisure and cultural corridor connects functional units such as high-speed rail hub, Heritage Park, Qianjiang ancient village, fishing port town Art Village, business incubation base, University Village, business and public service, so as to drive the leap forward development of the new city.            

Highlight 3: green traffic with narrow roads and dense network. Tod oriented urban road system and people-oriented slow traffic network.

Highlight 4: intensive development of industry and city integration. The urban and rural construction land is 2153 Hm2, accounting for 68.5% of the total planning land; the industrial layout is optimized, with one axis and three cities, the upper city is the high-speed rail City, and the trade exhibition is the feature; the middle city is the park city, which is characterized by green ecology and enterprise innovation incubation; the lower city is the coastal city, which is characterized by industrial services and leisure tourism. This plan takes full account of the coordination of the current planning projects, retains the existing cultural tourism and residential projects, replaces the industrial projects to the scope of study, eliminates the high pollution enterprises, and ensures the excellent environmental quality of Binhai New City. The project will be developed and implemented by stages as needed.

Highlight 5: adjust measures to local conditions to show the characteristics. Design ecological city that adapts to climate, combines traditional wisdom with contemporary green technology, and creates colorful urban skyline and space experience.            

As to the key areas of Binhai City, "super hybrid, three-dimensional cool Valley" is taken as the design features, and combined with the climate characteristics of Beihai, a three-dimensional cool Valley is built to regulate the microclimate and create a sponge city in the Binhai central leisure and business district with high-density compound development. The second floor overhead Wenlian Street corridor bridge and the central axis Lianggu corridor bridge are constructed to continuously flow slow traffic in the north and south cities, solve the problem of the separation of Lianzhou Bay Avenue from the city sea, promote the integration of the city and the sea, and create a comfortable living environment. The design of landscape freehand green landmark buildings and rich levels of coastal skyline; to create a transparent sea view corridor, and the coastline constitute a beautiful sunset landscape.

As to Qianjiang village, the cultural and tourism strategy of "one base - Ancient Village ecological base, two industries - cultural and creative industry and leisure agriculture, and three major formats - building core attraction around three commercial streets" is planned to carry out for protective development; the existing architectural space is protected and transformed, interacted and activated to make the ancient village look new and create a comfortable space.

4. Conclusion

Through the above planning and design strategies, realize the planning concept of "blue-green interweaving and Haicheng pearl", lead Lianzhou bay new town to develop into a new center of Beihai City, and promote Beihai to become a sub central city of Beibu Gulf.
