Project Profile

1．Project Statement

The project is located in Dongfang City, Hainan Province, and its tasks include two aspects: (1) regional coordination research (Research on coordinated development of coastal coastline of Dongfang City and regional study of urban coastal zone); (2) conceptual planning and urban design of coastal area.

The research scope of coordinated development of coastal coastline is 133.86 km coastline of Dongfang City, and the research scope of regional coordinated development of core coastal zone in main urban area is 21 square kilometers. Conceptual planning and urban design of coastal area is the main task of this competition. The planning scope starts from Qiongxi road in the East, Jiefang West Road in the south, Beili road in the north and Beibu Gulf in the west, with a total area of 9.56 square kilometers, including 7.27 square kilometers of land area. The central part of the site is the West Lake wetland, with an area of about 1.2 square kilometers, facing ecological problems such as water quality deterioration and wetland siltation; most of the construction areas except the West Lake wetland are in the built state, with few open spaces, and the construction areas around the wetland are mostly urban villages with poor quality.

2．Objective and Challenge

2.1 the core coastal zone faces five challenges:

1) Ecological restoration challenge: the ecological background in this area is large but low in quality. How to restore the ecology and maintain the ecological security of the eastern coastal coastline?

2) How to balance the capital cost of land redevelopment and sustainable development?

3) Urban space challenge: the production and living space along the coastline is mixed. How to coordinate the Sansheng space and create a high-quality city?

4) Industry development challenges: how to base on energy and free trade related industries, seize the opportunities of free trade, respond to the changes in the post epidemic era, and realize industrial transformation?

5) The challenge of city characteristics: located at 18 degrees north latitude, how to shape the city's characteristics and realize the differentiation breakthrough with other cities in Hainan?

2.2 planning objectives

Repair the West Lake wetland, build the characteristic oriental water city pattern with water, and create a new living room of Beibu Gulf by deep integration of port industry and city. Put forward the development orientation of "Oriental Water City, Beiwan living room".

3．Design Strategy

3.1 development strategy of three major industries:

1) Industrial development direction and spatial strategy

Supporting service industry around port and park development, high-end leisure tourism industry along coastal landscape belt, and modern leisure service industry relying on perfect supporting facilities and high-quality environment. Finally, the industrial system of "2" comprehensive supporting service industry, "3" large coastal leisure tourism industry and "6" modern leisure service industry will be formed.

As a hub connecting land and water, the port has a strong agglomeration effect. The planning extends the concept of port into the site, takes the port as the engine, and enhances the vitality of the surrounding areas, forming an industrial structure of "three ports linkage" with three major ports as the core, namely, the northern cultural and leisure port, the central coastal comprehensive service port and the southern supporting port.

2) Urban structure strategy

The plan forms the urban development pattern of "one axis, two belts". One axis is the development axis of the city and the sea: build a green corridor from the east station to the seaport, shape the image of the door living room, and create a new urban development axis in the East. The two zones are respectively the coastal leisure zone from yulinzhou to Beili River and the industrial revitalization zone from yulinzhou to Lingang Industrial Park.

3) Product strategy

The southern free trade zone will lay the foundation of port and shipping supporting services through the construction of trade and Convention Center, duty-free shopping mall, shipping finance and insurance center, marine financing business exhibition and logistics center, and free trade supporting marine property rights trading center. The central coastal style comprehensive service area creates a distinctive and dynamic life circle by arranging energy Museum, harbor fishing market, exhibition center, citizen's home, yacht club, Wetland Museum and other products. The northern cultural and leisure tourism area, through the construction of Duntou Yantian Town, arcade style old street, ocean ranch and other leisure tourism products, to shape the West Coast Rural Tourism and leisure brand.

3.2 eight Strategies

Strategy 1: construct water ecological infrastructure covering urban area to solve the comprehensive water problem in the East

At the basin scale of Dongfang City, we should build a comprehensive ecological security pattern, adopt the measures of introducing fresh water from the upstream and connecting the wetland, restore the nature, and realize the integrated ecosystem service functions such as flood regulation and storage, water purification, biological habitat, leisure and recreation.

Strategy 2: connect the river with the sea, sort out the salt and fresh water resources, and restore the ecology of the West Lake.

At the site scale, according to the ocean current characteristics and terrain conditions of the site, seawater is introduced from the north of the wetland along the tributary of Zhujin ditch, and flows southward through the West Lake wetland, and flows into the sea from the central drainage ditch and laofugen ditch, forming a channel for seawater to enter the wet.

The third strategy is to cultivate mangroves and create ecological resilient green heart

Mangrove is the most suitable plant community at the intersection of coastal saline and fresh water; it has the ecological functions of preventing wind and wave, promoting silting and protecting beach, consolidating bank and protecting dike, purifying sea water and air. Through four steps to build mangrove central green heart Wetland Park suitable for Dongfang City.

Strategy 4: building railway heritage corridor to continue the oriental context

The plan is committed to transforming the abandoned railway line into an ecological green line for wetland self maintenance, a dynamic line for community sharing, and a historical and cultural line for heritage activation, so as to create a "healthy, active and story telling" Railway Heritage Corridor.

Strategy 5: water diversion into the city, the integration of port and city, to create a charming oriental water city

Water into the city, water into the street, the plot surrounded by water on three sides, to maximize the value of waterfront. Through the water channel to connect the streets, squares, wetland parks and other important nodes. In the future, urban residents and tourists can take boats to realize commuting, leisure and recreational activities, shopping gatherings and other activities.

Strategy 6: "ring + comb" structure of intelligent transportation, combined with water bus, to build an efficient transportation system with coastal characteristics

Art led public transportation system and water integrated transportation system are adopted to form a 15 minute living and working compound circle; the roads of finger shaped plots are arranged in comb style, leaving the waterfront interface for buildings and open space.

Strategy 7: mix blue and green, determine the city by sea, and realize the common prosperity of Hong Kong, industry and life

The spatial structure of "one core, two belts and five regions" is formed. One core is "mangrove wetland core". The two zones are "Railway Heritage Corridor" and "coastal ecological zone". The five districts are: ① Shuanggang leisure area built around the two ports; ② comprehensive supporting service area for port and Industrial Park providing headquarters office, finance, legal and other supporting services; ③ livable lakeside water Township meeting the needs of remote office, tourism office and home office in post epidemic era; ④ coastal tourism resort; ⑤ riverside ecological residential area.

Strategy 8: sustainable design helps to upgrade the production and city and build the oriental green energy city

The open urban cluster design forms the urban natural ventilation channel, effectively dredges the infiltration of sea breeze, alleviates the heat island effect, and cools the city. By adopting self shading construction techniques such as platform withdrawing, overhanging, overhead and arcade, as well as detailed architectural measures such as grille, cornice, shed and rain corridor, natural ventilation and cooling can be realized to build a cool city.

4．Conclusion

The urban design of the coastal area of Dongfang City is based on ecological security to build the oriental water city to realize sustainable development; the buildings adapt to the dry and hot climate in the East, and combine with green building technology to realize the new style of Hainan. Finally, it will build a new era of oriental water city, which is prosperous with water business city and port industry city, and strive to be a model of city construction around Beibu Gulf.
