Project Profile

1．Project Statement

Putian City is located at the intersection of "Fuzhou Metropolitan Area" and "Xiaquanzhang Metropolitan Area" of Fujian Province. looking across the sea from Taichung City, Putian is an important part of the Northeast Fujian Coordinated Development Zone, and is also an important transportation and economic hub for coastal areas from the sea to the inner part of mainland China. The landscape pattern facing the mountains and sea with the diverse and rich regional culture constitutes are the rich development foundations of Putian. The advantageous manufacturing industries such as footwear and clothing processing, together with traditional arts and crafts provides a good kinetic energy foundation for Putian. With the strong empowerment of regional integration, Putian will usher in a new round of opportunities for the rise of the dual-cycle economy pattern, providing sustainable support for the city's high-quality upgrading and development.

The project is located on the south bank of Mulan Creek, with a total conceptual planning area of 50 km2 and an urban design area of 14 km2 in the start-up area. Putian high-speed railway station is located in the core of the planning start-up area. The planning area is an important strategic layout for Putian to seize the opportunity of the construction of the high-speed rail station, implement the important concept of General Secretary Xi Jinping's governance of Mulan River, and optimize the urban development pattern of Putian. The project will comprehensively respond to the challenges of large-scale farmland consolidation, village resettlement and traditional cultural protection on the site, and reconstruct the urban development framework by reorganizing the land pattern and functional structure, reconstructing the urban development framework, and shaping a green, ecological, innovative, advanced, opened and shared new city space under the constraints of balanced development.

2．Objective and Challenge

The plan takes the design concept of "new garden city", integrates the value and method of urban space construction in the context of ecological civilization, and explores a new model of symbiotic development between urban and pastoral in the new era.

The overall development orientation stands from the main concept of ‘a new garden city between the mountain and sea’. Facing the opening up of the region, attracting the potential energy of high-speed rail, and creating a new center for high-quality development and high-quality life in Putian, which is surrounded by mountains and rivers, grows towards the sea, interweaves blue and green, and integrates the countryside. To create a new pastoral city where the city and the countryside coexist, innovation and tradition are integrated, and life and work are shared.

The design aims to create a new Putian city as Cross-regional open gateway hubs, a model of ecological livability in Fujian Province, a piece of highland of southeast Fujian wisdom innovation, Putian High-speed Railway Convention and Exhibition New City.

3．Design Strategy

The plan makes overall planning and sorts out the elements of industry, city, people and land, and puts forward 10 major planning characteristics as follow,

1)Relying on the mountains and rivers, an axis opens the "Hutian mode" of regional integrated development.

2)Green and blue layers are intertwined to build an urban ecological base.

3)Introduce fields into the city and explore a new model of symbiosis between the city and the countryside.

4)Retain nostalgia and protect and utilize historical and cultural heritage.

5)Rebuild the main backbone, the central green axis leads the development of the city.

6)Integration of industry and city, compound and intensive development to stimulate the vitality of the new city.

7)Narrow roads and dense network to build an efficient transportation network.

8)Public transportation first, planning green and intelligent transportation.

9)People-oriented and creating a harmonious and beautiful life.

10)Adapt measures to local conditions and show the characteristics of history and modern.

4．Conclusion

As the future sub-center of the city, the high-speed rail area on the south bank of Mulan River in Putian will become a new gateway for regional opening up with the help of the new kinetic energy brought by high-speed rail. This new pastoral city surrounded by mountains and rivers will set a new benchmark for urban quality, undertake the main city to relieve pressure, lead the regional interconnection to take off, and realize the leapfrog development of Putian under the dual circulation development patterns.
