Project Profile

1. Project Statement

The project is located in Gaohqiao Town, southeastern Xian'an District, Xianting City, the main production area of "Imperial Tribute and Baishuifan Radish," approximately 20 kilometers from the main urban area of Xianting City. The plan is divided into two main sections: the Countryside Complex and the 131 Military Town, with a total planned area of 22 square kilometers. Among these, the controlled area of the Countryside Complex is 7 square kilometers, with a core area of 313 hectares. The controlled area of the 131 Military Town is 15 square kilometers, with a core area of 480 hectares. The project is set against the backdrop of the "Rural Revitalization" initiative, based on the radish industry and attracted by the landscape of "Fortresses Amidst Flowers, Islands Amidst Water," positioning the project as the "Xianluo Huazhou" National Countryside Complex of Xianting. The project includes four major components: modern agriculture, rural communities, cultural tourism, and military towns. The provincial government attaches great importance to this project and has designated Baishuifan in Gaohqiao Town as the first pilot project for a national-level countryside complex in Hubei Province.

2. Objective and Challenge

The basic conditions for the countryside complex are already in place. The ecological environment is good, with distinct landscape features of forests, bamboo, water, ponds, mountains, and fields. There are prominent industrial advantages, with an initial formation of integrated industries based on the Baishuifan radish specialty agriculture. Leading enterprises and farmer cooperatives are gradually playing a significant role in unified management and operations. The integration of primary, secondary, and tertiary industries has a solid foundation.

3. Design Strategy

(1) Based on the radish industry, establish a comprehensive industry chain integrating primary, secondary, and tertiary sectors related to radishes, and promote the "radish" image to create an agricultural tourism brand.

(2) Capitalize on the momentum of Xianting hot springs to develop winter tourism, combining the concepts of winter radish health benefits and greenhouse flower seas to ignite and attract popularity to the project.

(3) Drive dual development through military towns and countryside complexes, comprehensively implementing industrial establishment and tourism attraction throughout all seasons, for all demographics, and across multiple dimensions.

(3) Transforming countryside into landscapes: integrating agriculture and tourism, developing a 1+2+3 composite industry model, achieving agricultural industrial diversification, rural environmental landscape beautification, rural life and tourism residentialization, and agricultural product innovation.

Two cores: Countryside core (Xianluo Huazhou) + Military experience core (Yingshan Red) (see Figures 8 and 9)

(2) Overall functional zoning

Divided into countryside section, health and wellness section, mountain sports section, and military section.

4. Conclusion

In the context of the national strategy for coordinated urban-rural development and rural revitalization, the countryside complex provides an effective pathway for rural revitalization. The countryside complex serves as a "driver" for optimizing resource allocation, providing a platform for land, capital, technology, and talent integration, making it possible to blend urban and rural areas, integrate agriculture and tourism, and upgrade traditional agricultural transformation. The Xian'an District Gaohqiao Town Baishuifan Countryside Complex project is based on the unique radish industry, organically combining "three lives" (production, life, ecology) and "three industries" (agriculture, processing industry, service industry), achieving functions such as agricultural production, rural living, cultural tourism leisure, and more. This project provides a beneficial exploration for local rural economic development, income increase for villagers, and rural environmental improvement.
